Savannah Mayor Otis Johnson based his address during a Dr. Martin Luther King Jr. observance Wednesday at Fort Stewart not on King's legendary "I Have A Dream" speech, but on King's last book, prophetically titled "Where Do We Go From Here: Chaos or Community."
