Richmond Hill’s wastewater treatment plant at Sterling Creek had its second major spill in a month the same week it was given increased wasteload allocation, or less stringent permit limits for discharge, from the state Environmental Protection Division. But according to city manager Mike Melton, the wasteload allocation Richmond Hill received wasn’t what the state promised to give.
