Pembroke is in the market for a new city administrator after Frank Etheridge resigned Friday from the post.

“I was visited by the city attorney, who came to me Friday and asked for my resignation or the board would meet in closed session to fire me,” Etheridge said.

Etheridge, who became the city’s first administrator when he was hired in April 2009, said he attempted to talk to City Council members to no avail and decided to do as they wished. His resignation was effective immediately.

“Forcing them to meet in closed session when their decision was already made seemed futile,” he said.

City attorney Carol Miller said there was no meeting regarding the city administrator prior to Etheridge’s resignation.

When asked if she requested the resignation, Miller said, “All I feel comfortable telling you is that he gave his resignation.”

She said the council will need to meet to discuss the process of hiring a new administrator.

“That hasn’t happened yet,” she said. “This all happened very quickly.”

In accordance with state laws on opening meetings, or “sunshine” laws, council members may speak or meet individually with each other but cannot gather in a quorum – in this case three or more members – without convening a public meeting, which requires advance notice to local news media.
